Thanks for your reply. But the problem is that she already applied for open work permit before thinking to be sponsored by her common-law as at the moment, her PGWP was about to expire in one month and her common-law didn't land. Supposed to apply to be sponsored earlier than to apply for open work permit? :(

But due to some reason, her application delayed for 8 months, when she just received the second letter to request to offer LMIA, or if LMIA exempt, under which program, and the authorization of her partner's staying in Canada. Of course, he has landed for a while.
 
The fact her common law partner is a PR does not qualify her for an open work permit.

She would only qualify for an open work permit if her common law partner sponsors her for PR using the inland application method and includes an OWP with the sponsorship application.

Did the partner become a PR BEFORE or AFTER they became common-law?
