Can we apply with my husbands visa

It depends what the skill level is of your husband's job. Is the job NOC A, B or 0?

He would also need to get licensed before working so unless he has already passed his Canadian exams not sure whether his work permit would be approved. Does he have LMIA? Would wait to see if he gets approval since there seems to be some missing information in this story.
