Quick questions for who may have answers to these:

1. Can indigenous person live outside Canada sponsor a spouse?

2. Does the time PR accompanying Canadian indigenous person live outside Canada count the time for residency obligation?

1. Yes, but you need to provide proof you will be settling in Canada after the PR is received.
2. More and more it seems to depend on whom accompanied whom. If your intent is to get the PR and not settle in Canada, chances are the time won’t count.

Just to add for #2 the doubt on claiming any credit for a PR accompanying really assumes that the new PR has spent some time in Canada before accompanying anyone outside of Canada. So not just a case of sponsoring someone, them PR landing then moving straight away outside of the country. Every case is different of course but something to keep in mind.
