Can Indian on US multiple entry visa apply for Canadian TRV from US

Hi every1,
My father is to visit my sister residing in the US in end of June, and plans to visit me(in Toronto) in the end of Dec, on his way back from the US. Can he apply for his TRV(visitors) from a visa office in the US? If yes what papers would he need to carry from India for the process? Pls help me in this regard.

He is better off applying from India because he can show "ties" with his country. In the US he is a visitor so there is a strong likelihood that his application will get refused.

Thanks for ur reply. Then can he ask for visa to allow him to visit me here after Dec, ie at the end of his US stay, I mean will he be given visa 6 mths in advance of his proposed visit to Canada?

He can time his application close to the time he's leaving for the US (depending upon how long the TRV processing is in India). He can then fly or drive to Canada (should he be granted a TRV) close to the expiry of the Canadian TRV granted him.
