You CAN try to apply for an open work permit before PR and attach along a letter explaining why your circumstances are exceptional and justify the issuance of an open work permit (ie...financial hardship) if you are married and are experiencing difficulties, it's rare to get issued...however my husbands did. As there is no minimum income requirement for spousal sponsorship they do understand that people struggle...especially if there are children involved!

Having said that, if you've already applied for your PR the waiting times are down right now and you'll have your AIP by spring and will risk wasting the fee because once you have your AIP you will have to re-apply if this temporary one get refused.

is there any time limit as to apply for open work permit once you get your file number. e.g. my work permit expires on Sep 2nd -2013 so i should have PR file number ready 4 months in advance ?
