Can I work before I get my post graduate work permit? Will it affect my CEC application if I work before the issuance of my PGWP? Just wondering if it is legal.

I checked CIC, it says "you must have a valid post-graduation work permit before working". But there are people who actually work before the issuance.
 
If you have student work permit YES you can work.
If you do not have any work permit NO you cannot

what if off campus work permit expired and was waiting for PGWP? is it illegal?

Yes it is illegal. Your SIN (expired the same date as of-campus WP) is not valid until you get PGWP. Than you have to renew the SIN.
You are not authorized to legally work in Canada after your WP expired and before you get new permit

I don't know where Monkucha get the information, but in my opinion it is not illegal to work during the transition period from Off campus work permit to PGWP (providing that you already apply for one before your off campus work permit expired)

agree with XanderZ,
If u had Off-campus work permit when you were student then were able to work 20 hours per week during study but after finish your study or Semester off, you can do 40 hours per week and If you applied PGWP before expire of your Off-campus work permit then you can work under same condition of expiry permit until CIC make decision on your PGWP and during that time you will be under implied status.
