I have a Canadian "B-1 VISITOR BUSINESS" visa. I have not traveled to Canada with this yet (either business or pleasure).

Can my first travel to Canada be for non-business reason? (Would tourism be an accepted purpose of travel while questioned by the border control agents?)

You need a Canadian visa to visit Canada.

I did not realize "B1" could be confused for the similarly named US Visa. I'm referring to Canadian Visitor Visa (type B-1 VISITOR-BUSINESS) - Like the below image.

Thank you for your reply, have you used it in this context personally? What would be an appropriate reason to say while entering?

Entry isn’t guaranteed. It is risky travelling for tourism when you haven’t even travelled for business.
 
I was able to go through as visiter without problem, just i told them i'm going to visit my friend, you can go without any risk
