Can I use Expired IELTS (which i used for my PR app in Sep-2010) as a proof of language in my citizenship app?

I think you can ,,,,, I enclosed my expired 2 IELTS in 2010 and 2011 along with my university degree ,,, transcript in English

Yes You Can....I used the same and as per the "Online Guide" (link mentioned below), it does not matter if it is expired.

What about an IELTS result expired AND had NOT been submitted along with the former PR application??

No idea in this scenario because British council don't provide verification of expired ielts. in case we submit expired document, they can't verify such results.

then i can't use it ,bcoz it cant be verified.. :o

in CIC guide it reads:

"... ...
We will try to verify the language proof you send us. We will not process your application and will return the entire application to you if your proof is:

not included with the application;
in a language other than English or French;
cannot be read;
cannot be verified; or
is not on the list of what we will accept.
"
