can i transfer my college

hello! i hve received my offer letter from CANADIAN INSTITUTE OF MANAGMENT AND TECHNOLOGY(CIMT) brampton branch..its a private college and my course is business for 1 year and my ielts band is l-6,r-6,s-6.5,w-5.5=overall 6 so mi eligible to transfer myself in a government college becuz people say we can't get PGWP after our study ends..and can u please tell me the process of transfer... waiting for my answer and thanks in advance
