Can I to change the interview to be in Ottawa instead of Vienna?

Unfortunately, no. Outland applicants that are required to attend an interview must travel abroad, unless their application was processed entirely in Canada (such as U.S. applicants, for example). Only Inland applicants have their interviews in Canada.
