Can I take mortgage loan to apply PR from India

No. The funds required for PR cannot be borrowed.
 
Money should not be borrowed but can be gifted. Your father can take the loan and gift you the amount.

I have a situation, my mother took a Mortgage loan using my proof of income, 5 months back. Now If I apply for PR how this situation would be considered. She didn't use that money we have the funds and if I want to apply for PR how will I represent POF, please help

If you plan on misleading the IRCC with your POF then you are on a wrong path. Else if you genuinely want to use the POF then meet-up with an Immigration lawyer to help you out. Good luck.
