Can I submit partial Document

I have my IELTS Score,Experience letter and bank statements . The only thing i am missing is WES Report and FBI PCC. Please let me know if i can post what ever i have now and post the rest of the documents later this month.

Please advice me .

Of course not.

If you submit a partial application then it's going to be automatically refused.

Just to add - WES is mandatory. You can submit PCC later. But without WES - you're looking at a refusal.

2173 is already at 699 so by the end of November it will probably be capped.

Your application will be returned if the cap is met before your application is processed. It's upto you to apply for next year's program.

ok. I read about express entry, my understanding in short is that cic will first ask us to present our case and then if they feel we are eligible cic will ask us to apply. So can you please tell me if I missed any thing or why express entry is harder to get through.

You are correct. And that is precisely why it is harder to get through. Not everyone who applies will be eligible and although the exact criteria for what makes one eligible hasn't even been published yet, it seems that being nominated by employer or province would be important. So, instead of the application process being first-come first-serve as it is now, it will now be competitive where only the most qualified will be invited to apply.

WES is necessary, application will be returned without WES Report, PCC can be submitted later..

I have my wes and Ielts report and my spouse wes report, where as my husband's Ielts report is yet to come, But due the time constraint and since I am the principal applicant I am planning to post the documents with an unofficial IELTS for my husband and later submit the official one.

Please let me know whats best in my case.

You can certainly send the documents you have now - as long as you don't want points for your husband's language skills.

So should I check Yes for his english proficiency in general application form and then later send the IELTS or should I just check No and not worry about it. Also I wanted to know that I have 69 points without my husband IELTS so if I get additional 5 points will it make my application stronger ?

Second questions: If I check the option that my husband is not proficient in english will it be a problem for him to get a job once we have our PR. Because he is proficient its just that due to a mistake from IELTS we did not receive his score report.

Third Question: I am in USA so which processing office can I choose. I am confused between Los Angeles and New york. Because the website says LA for study permit and New york for work permit.
