Can I Submit my friends documents in person at Newyork Canada consulate

Hi

I have a friend who stays in texas and not able to travel to Newyork at this time. I stay in newyork, so can i go and submit his documents in person to canada visa consulate. He is applying for visiting Visa. He is on H1B.

Please help.

Dear Seniors,

I have a similar situation. I have to apply TRV for me and my wife urgently. The H1 (and H4) appointment is on 28th Nov. Can my cousin/friend in NY submit documents on my behalf. I know he can collect, if I give authorization form.

He is not filling forms for us (so not a representative), but I will post all my documents to him, and he will go to consulate and deliver it. Does he need any form.

Please help urgently.
