Can I submit an express entry profile, if my Study permit is in progress?

So, I have my study permit processing right now, and I have my express entry profile ready to submit but should I wait for the study permit to be approved or can submit it right now

Submit your EE profile. They are two different programs and processing with no impact on one or the other.

But in the Study Permit's SOP, we do mention leaving Canada and settling in the home country whereas EE profile intent shows to settle in Canada, isn't that contradicting
Also, the visa officer assigned to my Study permit will be able to see my EE profile, right? as it will be from the same UCI

Sure it is contradicting but each program has different selection factors. If you are not comfortable with it then wait for study permit approval. What is your selection score and CRS score?

My EE profile won't matter much, CRS will be around 450 but next year it will come to 510 approx.., and then I can crack the draw, and if scores are equal than an old profile will be considered right, that's why I was to create the profile early
If I won't get selected in the regular draw, I'm hoping for OINP Masters graduate stream

Is your OINP score high enough for nomination? That is a huge jump in your EE score. You can submit now.

I guess yeah OINP score comes out to be 45, I just need to work a bit on my English CLB levels to achieve 9 or more

The only reason I consider this specific study program is huge jump in CRS
