Let me explain my scenario.
I am currently working and have an open work permit which ends on 6th May 2022. I will complete by 1 year of work experience on 20th April and then go on to apply for express entry. However, as you guys know there haven't been any draws recently and I have read that there won't be any draws for the first 6 months of 2022. Given the scenario, I am wondering can I legally stay in Canada waiting for the draw to arrive for another 2 months after my work permit expires.

Yes, just apply to change your status to visitor before your work permit expires.
 
Have you looked into PNP ?

Probably better to look into alternate route in case CEC hasn't had any draws by then.
 
My CRS score will be 485 once I complete my 1 year of experience, that is in April.
I can improve that to 506 if I reattempt my IELTS getting 8 7 7 7.
