Can i Sponsor when Family in Pakistan after PR? Need Help

Before you can sponsor parents and their dependent children, you need to show 3 years of Canadian income meeting the LICO amount. You can also use your spouse's income if applicable.
You can't sponsor your 28 yr old sister, she is too old (unless she has some disability). Cutoff for dependents is under age 22 (could change to under age 19 soon).
In the meantime, you can try supervisa for your parents, but that won't help you get your sisters here. http://www.cic.gc.ca/english/visit/supervisa.asp . Sisters should look at other ways to immigrate to CAnada (via study permit or skilled trade) if they want to come here.

That is not true. A PR can sponsor parents immediately (or whenever the parents program is open) if they have the 3 years income.
5 year rule is only for sponsoring new spouses after divorce.

That's completely incorrect. There's no five year rule for sponsoring parents. You are thinking of the rule that bans someone who was sponsored as a spouse through family class from sponsoring a new spouse for five years after landing. Again, absolutely nothing to do with parents.

Just to add... It looks like you've been working in Canada for several years. So provided you meet the income requirements for three years in a row and can supply three years of tax returns to prove that you meet the income requirement, you may be able to sponsor your parents fairly soon after you become a PR and chances are good you will be able to include your 18 year old sister (it looks like you've applied for CEC and are expecting PR soon).
CIC is only accepted 500 applications like this per year starting each January - and spots fill up extremely quickly. So once you meet the requirements to apply, you should make sure you're ready to submit the application January 1st so that you don't miss the cap.

My parents have been to Canada on visit visa several times, so im pretty sure they will get the visa. Even if it super visa i'm fine with that.
My only concern is how can I get my sisters here in Canada. My older sister is working so I guess she will have to apply for Federal Skilled worker class? Is there any other way for her?
While we are trying to get my younger sister on student visa here. But there are other issues like will she get her PR after meeting CEC requirement? She can apply for FSW if she qualifies. You or her will have to look through the requirements to find out if she can apply. If she doesn't qualify for that program, she can look into the Provincial Nominee programs (although many of these require a job offer in Canada).

Again, you really need to familiarize yourself with the FSW requirements through the CIC web site.
