can i sponsor my wife, if i already sponsor my cousin and still decision pending

Hi everybody
Can any body guide me if i can sponsor my wife, if i already sponsor my cousin brother and decision is still pending,
I am asking because during filling form (application to sponsor), i saw a que where they ask about that. que is as given below

Have you submitted a previous application in respect of which a final decision hasnot been made for the person being sponsored and their family members?

if i mark yes for this, they are saying that i am not eligible for sponsor.

I have still a quiery about another half, as i mention in my previous que there is one que in "application form for sponsor" where they ask about previous sponsor and if i ans "yes" for that que it says that i am not eligible to sponsor.

The question means did you sponsor anyone under spousal sponsorship then you may disqualify. But enclose a letter explaining that you have sponsored the cousin under PNP

I sponsered my cousin as a provience nominee program for manitoba and still decision is pending but as i mentioned in a form they ask 1 que in sponser eligibility section that weather you sponser another person and in note to that que they said that if you do then you cant sponsor another person

to add: For spousal cases income is not criteria...you can sponsor even if you are on welfare

There is no income requirement but the sponsor must not be on welfare. That is why they want an "Option C" document from CRA. They want to see if you were/are on welfare.

I think you say NO since the question relates to you sponsoring under spousal PR sponsoring. Nothing to do with you nominating your cousin for provincial nominee program. That is a separate PR process. If you were to sponsor another under the provincial nominee, then you say yes to the question. But in this case, it is strictly spousal PR sponsorship related question. This is for those who sponsored a spouse in the past and it is not resolved.
