I have been working for the last 15 months on a closed worked permit. My current WP is till October 2020 and will extend afterwards.
While applying for PR under EE programme, can I show my onsite offer letter as a valid job offer? This offer letter doesn't mention specifically that it will valid for a year after PR is provided

What kind of work permit do you hold? Is it a closed work permit based on an approved LMIA?

The last bit you mentioned is crucial in the job offer letter - that it will be valid for a year after PR is provided. It can go both ways, depends on the officer handling your case. You can search in the forum, there was one case where the applicant submitted wp extension via webform (after AOR) and was able to get PR. But there are cases where the officer will specifically look for the “one year after PR” provision and if it’s not there then the 50 points are deducted from your CRS. And if your CRS falls below the minimum score for the round of invitation you were invited in, your application will get rejected.

Then no, you cannot use it.

Unless it states explicitly you'll be employed for at least one year after becoming a PR you cannot use it, it has to say so EXPLICITLY

Thanks for your reply. Ya, it's a closed work permit. I am actually not sure about the LMIA. Although there is one " LMIA or Exempt no" mentioned in the WP, not sure if it is the LMIA no or Exempt no.

I think its an ICT visa with LMIA exempt.

You need a letter from your employer that states you will have a job with them for at least a year after you become a PR.
