At the outset, let me clarify that the
academic transcripts need to be sent by the university directly. I have stated this clearly in my previous post.
My ECA is
completed and I've been issued my PR visa as well. Let me explain what I said a little more carefully followed by links. If you still have doubt call WES, although they'll copy paste the same FAQ verbiage and they'll take a week to do it.
Firstly go to

Assuming you are from India, you have postgraduate education, you'll see 2 requirements: i)academic transcripts (or marksheets as we call in India) and ii) Degree certificate
For academic transcripts, WES clearly states that the student has to negotiate with the university and instruct the university to physically courier official transcripts in a sealed envelope bearing the WES account number to the WES Canada office. No doubts here. Student should never ever send sealed transcripts by themselves; only university should act on student's behalf. If you see the diagram below the explanation, it shows you approaching the university, but the box covers the University icon. Ok, let's continue.
For degree certificate: I am quoting WES page directly: "For completed study,
you send a clear and legible
copy of this document to WES. Do not send your original document. Even the simple diagram below illustrates that you are the person doing these actions.
So, again, they need a copy; you could take a color print out and courier it to them with your WES number on the envelope and on the address.
Now, we come to OP's question: Can we use fax to send documents?
Answer is: for transcripts? NO. Absolutely NOT.
For degree certificate copy: YES, by fax is okay.
