The CIC website states:

A three-year or more certificate, diploma, or degree

PLUS any of the results in the sections below (not including secondary/high school), or:

Post-Bachelor's Certificate
Post-undergraduate certificateFootnote 1
Post-Bachelor's Diploma
Post-undergraduate diplomaFootnote 1
Graduate Certificate
Graduate Certificate with a focus in [area of concentration]Footnote 1
Postgraduate certificate
Postgraduate Diploma
Graduate Diploma with a focus in [area of concentration]Footnote 1
Graduate diplomaFootnote 1
two-year Postgraduate Diploma, specializing in [name of discipline]
two-year Bachelor’s after degree with a focus in [area of concentration]Footnote 1
one-year Postgraduate Certificate in [name of discipline]
one-year of graduate study with a focus in [area of concentration]Footnote 1
Study Toward a Master's Degree

Sections below include bachelor's degree, 2 year cert and one year cert so I am hopeful it counts.
Here's the link - http://www.cic.gc.ca/english/immigrate/skilled/eca-conversion.asp

I guess the OP might be able to choose 2 more more degrees. The only shred of doubt that I have is it says "One Semester" towards the end. I wonder if this is considered to be the completion of only one semester or the entire program. You might most likely be able to choose "Two or more degrees...".

My summary states;

Bachelor's 4 years

NOTE:
The certificate in business accounting is in the name... (Difference between maiden and married names)
So it mentions it but does not say and. RSo confused!

When I asked wes about including the cert they said "it is the policy of wes to only indicate the highest equivalency in the summary".

I doubt it is WES policy as I have seen some cases here that other equivalent degrees are included in the summary like:

Bachelor 3 years AND diploma 2 years

You can search the forum for these. Maybe it all depends on the assessing officer at WES.

@Markicof May I ask how you contacted WES? They seem to take a long time to reply to the questions submitted via the contact form.

Unfortunately the only way is the contact form and it can take a while. I have called and once I finally got through they just said I would have to wait on the response from the contact form!

@Markicof Yes, I called them today and got the exact same response. I hope they correct the ECA evaluation.

So, you went ahead and selected "Two or more degrees, certificates" option for Express Entry? Did you get a PNP invitation from Ontario? Doesn't look like any other provinces are accepting PNP applications right now.

Can you please tell me what is the WES number? I can only find an email address in the 'Contact Us' section of the website.

I believe 100% that you qualify for 'Two or more degrees/certificates/diplomas...'
It says that one of your qualifications must be at least 3 years, you meet this criteria. The other thing is the key word 'Completion/completed' on your WES ECA report. That means that WES deems you to have, in addition to your degree, an equivalent of a Canadian certificate regardless of its duration.

I believe you meet the interpretation of CICs criteria, if this were a bet, I'd confidently stake money knowing that you meet this criteria.

@boyoboy I have contacted WES and asked them to correct the mistake in the ECA report. Let's see what they say.

@Markicof What option did you select for the college-level certificate while entering in cic? Did you select "Bachelor's" for one and "Two or more Degrees" for the other? Or did you select "One year program" and the system automatically counted that as Two or more degrees?

EE system won't give you points if you put them in as Bachelors and Cert separately - it will only give points for the highest level. The way I did it was to put bachelor's in as bachelor's to show the 3 year requirement and then put the cert in as two or more. Hope this helps.

I am going to call CIC on Monday to try and get clarification on all this. I will share what I find our, wish me luck!

@Markicof Did you get a chance to talk with CIC? Did they provide any clarification regarding which option to select for CIC Express Entry?

No luck with CIC, they 'could not advise on express entry...'

Extremely useful.

They seem so afraid of commenting on individual cases so they just emailed a useless link.

Save yourself the expense of the phone call.

Sorry, I've got no better news!
