Can i re apply to ircc after refusal of lmia work permit

Hello
I applied for work permit for lmia exempt job with NOC 33102 and was refused
Below was the reason noted when I requested for my gcms notes
" insufficient experience in the job and duties as per letter of offer and LMIA while I note employment letter on file, however no pay stub provided nor bank statements that shows pay roll deposit /salary pay."
Is it advisable to reapply

There is no such thing as a LMIA open work permit. You must mean closed.

What is the NOC? When does LMIA expire? What did you show that you can do the job - ECA, IELTS, past work experience and how long.

Many are applying without real training or work experience. IRCC is aware that many are trying to get this WP via fraud.
