Can I put my conjugal partner as my dependent?

I am in AIPP and still waiting for my endorsement from NB. I was hired last year and by then my partner still hasn't applied for his divorce (his ex-wife is German and as per German law they need to be 1 year separated before they can apply for divorce, now the application is on-going and it should come out by April or May). Thus, I didn't put him in my application for Provincial Endorsement, now that his divorce is on process I plan to put him as my dependent. The thing is I'm not sure if I can put him, because we are living in UAE and cohabitation is not allowed in the country. We do not have insurance together, joint bank account, nor lease together. However, we have financial transaction that may prove that we support each other's expenses. Can I put him as my dependent? If yes, what documents can I give to prove that we are conjugal partners?

As far as I am aware, only Married and Common-Law partners are eligible as dependents in an economic class application. You would have to sponsor under Family Class once you have become a PR.

Conjugal exists only for spousal sponsorship and refugee apps. If you marry before becoming a PR, you can add your spouse. If not, you can get married after and then sponsor him.

(2) For the purposes of the Act and these Regulations, an individual who has been in a conjugal relationship with a person for at least one year but is unable to cohabit with the person, due to persecution or any form of penal control, shall be considered a common-law partner of the person." In the legal definition in IRCC.

If I cannot put him as my dependent, I plan to bring him with study visa he is now accepted in NBCC, but is there a way to lessen the POF? I heard we need 1 year tuition+10,000 CAD.

You cannot unfortunately. Dependents can only be common law partners or spouses. Once you have PR and his divorced is finalized - get married and you can sponsor him for PR.

Options for him to come to Canada while you wait for this to be possible are a study permit (expensive option, as you've said), having him apply for PR on his own through Express Entry or a PNP program, or through the IEC / Working Holiday Visa program if he is young enough to qualify.
