I intend to change the DLI once arrived in the application, so I want to land in the city where the new DLI is. What can I tell the officer at the airport when he asks me why I landed here?
Did you attend the original DLI that your study permit is approved for? You cannot chagne DLI just like that. You need to apply for a new study permit.
IRCC change their rule and you cannot do that any more. (It was a loop hole)

No, I didn't, I am still outside Canada. In case I applied for a new study permit, what are the chances that the new permit will not be approved?

No way of knowing. Maybe if it's for the exact same program but at a different DLI the chances could be low but you won't know until you submit your new application.

As mentioned, you need a new study permit. So no point to travel to Canada if you are changing DLI.

If you landed in another city you can be asked to provide proof ofonward travel to your study permit destination. Since you need to start from scratch and reapply for a new study permit there is no reason to travel to Canada. You should be applying asap for a new study permit if you want to attempt to start in January.
