can I get study permit with IELTS- 6.0?

Greetings from Bangladesh.

I applied in University of Manitoba ( Direct Entry - Engineering). I applied before getting my IELTS result. I took IELTS on 11/02/2017 and my result published on 25/02/2017. I got Band- 6.0 (listening- 6.5, Reading - 6.0 Writing - 5.5 Speaking - 6.0). I met all requirement except IELTS. So, they are telling me to take ELC Level-5. and they will offer me a conditional offer letter for University-1. the condition is to complete the English Course before getting into Undergraduate course.

Now my question is:-
1) Which will be better? Retake IELTS or apply for ELC?

2) Can I get study permit with this IELTS score?

I also took SAT my score is 1170 (Math- 650, English - 520). can SAT help for getting study permit?

Taking IELTS is far more better than ELC

Yes, your scores are fine for obtaining study permit.

You can use SAT score as an achievement of yours, nothing else.
