Can I get some help on a matter please?

I am a Canadian Citizen born and raised and I am not too sure of what would be the best route for my circumstance. My girlfriend is a British Citizen and wants to come to Canada to live with me and hopefully be able to get a job and work here as well. To make it more complicated she is in the middle of divorcing her ex husband. She also left England to get away and went to United States to stay with a friend. what would be the fastest and easiest way she could get into Canada and be able to apply for permanent residence once here? I have heard that there may be a way I can send her a letter of invitation but I don't know what would be necessary. I don't want her to be denied access and she has no money. I can get her the ticket and give her accomodation. What should we do?

With a valid passport, a British citizen/national (Overseas) can enter Canada without a visa. Still require a work permit to work in Canada.
