This is for all. Well applying under SPP doesn't mean you can't take bank loan. SPP allows you to pay all the funding out of your own cash with no funds proof such as ITR, Property papers and so on. You simply need to pay either first semester fee or both (as per new rule, it's not mandate to pay full year fee, paying one semester fee is good enough, please check CHC SPP guidelines) and purchase GIC of CAD 10,000. Now, if you don't have liquid cash, and willing to opt for bank loan, still no issues with it all and it doesn't change your option to apply under SPP. with a bank loan, you can pay your full year fee and also purchase GIC. I would also like to inform you all that even if you apply under General category, it doesn't stop you from simply paying your tuition fee and purchase GIC even if you have your own funding. The only difference is, under General, it's recommended that you show proof of funds.
