No - you can't.

Your employer needs to obtain an approved LMIA before you can apply for a work permit.

So if my employer has that, but the job is still being a cashier, I would be able to, correct?

depends on whether any Canadians can also perform a cashier role and apply for the same job. Expect with respect there a plenty who could easily apply as not classified as high skilled either. Chances of an LMIA approval likely very low.

Yes. Note that the LMIA process is long and expensive. The employer will have to pay a $1K fee - as well as advertising costs - and likely wait 4 months for the LMIA to be processed with no guarantee of approval. Generally it's extremely difficult to find employers willing to go through the process.

Hi. My friend got an approved LMIA as skilled and he wants to apply for work permit. But he was out of status as of last year while waiting for the LMIA and he tried to apply as student visa but he was too late for the enrolment. His questions is... Does he need to apply the work permit outside Canada or inside Canada? His here in Canada.

1. Outside Canada, be prepared for a refusal, as the visa office is going to take the position that he won't leave Canada at the end of the work permit as he has demonstrated by remaining in Canada without status.
