Yes. Note that the LMIA process is long and expensive. The employer will have to pay a $1K fee - as well as advertising costs - and likely wait 4 months for the LMIA to be processed with no guarantee of approval. Generally it's extremely difficult to find employers willing to go through the process.

1. Outside Canada, be prepared for a refusal, as the visa office is going to take the position that he won't leave Canada at the end of the work permit as he has demonstrated by remaining in Canada without status.
