Why wouldn't they?

The US does that I think. If they issue you a visa and you don't use it they don't reissue you one.

Its not that my uncle got visa 3rd time for US and he havent traveled yet but he have very good traveling to europe and other countries and hes from pakistan as well so all you need is good travel history and reason to satisfy VO why didnt you avail the opportunity

The US is a different country.

Nonetheless I know of cases that got a visa, but never used it... and they got a new one later, no problems.

why would you apply and waste time and money if you are not willing to travel...??

Visa office as to process your file after you submit it..And work on it....which makes delay for someone real, who wants to travel.....

people like you help CIC to create backlog........

I am not trying to point you but just my opinion....

Maybe if the visa is issued only for 6 months and you don't visit, you can justify. But when they give visa for 2 or 3 years and you don't visit, I think the chances are very less.

You do not need to justify anything. Travel plans change all the time. As far as Canada is concerned you respected the terms and conditions, so they don't care about anything else.
