I'm in the process of submitting and the head manager where I work who is in charge of everything agreed to write up a letter. However she is super busy all the time and would probably rush the letter and I don't blame her as she has lots of stuff she has to deal with on a day to day basis. However one of the managers (team management development manager, I guess supervisor?, he technically has a managerial posistion, hires people sorts out pay rolls and can fire people) who is in charge of shifts and he is happy to help me write up a letter up to what I require thoroughly.

Question can I have him write up a letter for me instead? He is a supervisor and is a managerial position or would it be safer for the head of the company to write the letter for me instead?

As long as he is your manager, it works. Make sure you have him include his contact details etc etc as mentioned by CIC.
The letter must be on the company letterhead...
