Can I get a entry visa quickly if I have a work permit?

I have a post graduate work permit that has more than 2 years left on it. My entry is expired. If I go direct to the consulate in Ottawa will they give me the visa on the spot?

What if I travel to Jordan (as a Citizen) and I go to the Canadian consulate in there?
