Can I enter the pool and reapply while my withdrawal is still being processed

I sent a withdrawal request for my PR application because of a wrong noc
I received an email saying it has been sent to the appropriate office for review etc.
can I re enter the pool and possibly send a new application already with corrected info and new reference letter or do I have to wait till the withdrawal is confirmed?
