Can I do PhD just after landing?

Hi guys

I was applying through OINP master stream.
And my pr will be approved around June this year.

Currently there's a PhD offer from University of Toronto.
Can I accept the offer and register the program in September this year?

Is there any possibility that ontario office withdraw my PNP certificate and PR?

Does it affect my application for Citizenship after 5 years?

What permanent residents can do
As a permanent resident, you have the right to:

get most social benefits that Canadian citizens receive, including health care coverage,
live, work or study anywhere in Canada,
apply for Canadian citizenship,
protection under Canadian law and the Canadian Charter of Rights and Freedoms.
You must pay taxes and respect all Canadian laws at the federal, provincial and municipal levels.

What permanent residents cannot do
You are not allowed to:

vote or run for political office,
hold some jobs that need a high-level security clearance.

I notice that in the application of OINP, there's a statement like "I acknowledge that I will not pursuit any degree..."

I am wondering that if Ontario Nominee Office has the authority to request CIC withdraw my PR?

I hope so.
As I said above, I think there's a restriction from Ontario provincial nominee office.

The province can withdraw your nomination if they find you are not complying with the requirements of the PNP program. This would result in your PR app being refused.

If your nomination requires that you don't pursue further studies, then you need to hold off until you actually become a PR.

So...in my case, am I able to register the PhD program in August after I get the landing paper?
Is there any restrictions when I apply citizenship after 5 years?

Yes, you can do it after you are a PR. There will be no restrictions on applying for citizenship.
