Can I do a PHD or Masters after getting PR?

Hi everyone,
I am in the process of getting PR. What if after I get PR, I decide to do PHD or another Masters degree (I already have one)? Will I be charged as an international student or as a Canadian citizen ? As per my knowledge for an international student there will be a lot of costs, but what about the PR residents ?

You will be charged as a Canadian citizen and you will qualify for more awards, scholarships and bursary that international students may not be eligible for. Life is good if you're a permanent resident.
