Can I create an Express Entry Profile while I wait for my PGWP (outside Canada) to be processed?

Background: My study permit was valid till Mar 2021. I applied for PGWP in Dec 2020. The last update on my application was for biometrics in Mar 2021 but nothing happened ever since.

Will it hurt my chances to get PGWP if I apply for PR through Express Entry?

Or will there be chances that the border officer sends me back as I have applied for both, PGWP as well as PR (via EE)?

After completing the biometrics for my PGWP application, I have scheduled an appointment for an upfront medical examination in order to speed up the process.

Since I am separated from my spouse, who is currently an international student in Canada, may I also request for a written authorization from IRCC for family reunification? Will it speed up the process, or is it best to wait, since processing the written authorization will also delay my PGWP application?
