Can I count my project work as my work experience?

Before you jump to write No please read the following.

While I was doing my Masters (India), I was also a consultant in an organisation (India) and was getting paid a monthly scholarship for the same. Now CIC says that :

The work experience you can use to apply for the Canadian Experience Class must not have been gained while studying full time on a student permit (for example, experience gained while on a co-op work term).
Note that this is Canadian Experience Class while am applying for FSW. Also, I was in India so it would calculate as Foreign work experience and should definitely add to my CRS score. So why cannot I count this to my work experience ?

It's not entirely clear based on the information you've provided.

It sounds like you received a scholarship to study your Masters and the project work was part of your Masters. If that's the case, this won't be classified as work experience.

However if you actually worked for this company (i.e. were paid a salary directly), then you can classify this as work experience.

Did you receive the monthly payments throughout your Masters program or just while you were doing the project work?

In my 3rd and 4th semester of my Master, I had an option of either taking up coursework or project work. I choose project work and was employed as a "consultant" with a company and after the successful completion of my Masters, I was offered a full time job by the same company.

I received a monthly stipend during my project work and my responsibilities corresponded to NOC 2173.

Yes is corresponds to NOC 2173 level A and it was necessary to complete my Masters degree.
