This is just a hypothesis based on the fact that there is nothing mentioned on the OOPNP site or the guide about PTs being NOC specific. Regulated professions is an entirely different area altogether. And some NOCs not receiving a PT is also a hypothesis because OOPNP is silent on this front so far.
It's a bit like CIC - One is allowed to change one's NOC till one receives an ITA (and I'm guessing even after that though I did not try this) and it will be a successful strategy provided one has relevant evidence to back it up and if CIC (or MCIIT in the case of OOPNP) buy that evidence. Period.
Remember that EE was designed to be largely NOC-agnostic and all provinces will take that guidance from CIC.
Having said all that, I'm not advocating any particular course of action. This is just how I interpret the information available in public domain.
