You can definitely drive a car before you get your PR but it will have to be a rental vehicle booked with you credit card. The three primary banks in Canada that will consider your case once you have your PR card and some income history.
I think Scotia bank is a newcomer friendly bank and may consider offering you some line of credit as a newcomer. I know they offer credit cards with account opening . So if its a second hand car you wanna buy and are carrying enough cash, you can defnitely buy. In Toronto, there are two kinds of licenses, G1 and G2. You can get a G2 when you land but there are some requisites to get a G1.
However, I would recommend to apply for a canadian driving license basis you SIN number. You will get the SIN number the day you land from Services Canada office after immigration.
