Can I be the sponsor instead of my brother? - Parent sponsoring 2023

My brother who lives in Quebec submitted letter of intent back in 2020. We received invitation to apply in 2023.
Can I submit my information as sponsor instead of my brother. The reason is because I live in Ontario and time processing is faster.
Is it mandatory for person who submitted letter of intent to be the sponsor or it doesn't matter?

No. Your brother is the one who submitted so he must continue as the sponsor.

One more question please, under "Supporting documents", they're requesting "Resume/CV" and "Birth certificates" is this the sponsor's information or the parent? My parent is retired.

Check the "check list" and you will get to know which document is for sponsor and which one is for parents.
Also read the guidelines since it mentions under which category you can upload the documents for parents and sponsor (for some at least).
CV is for parents since the age of 18 and must not have any gaps.
