Can I ask them to send my transcripts by myself?

Hi. I have a master degree and over 10 years experience in the field of engineering.

I wish to apply for Canada immigration but with current pandemic, it's difficult for me to travel and ask my previous university for my transcripts. Besides, most of my professors are retired now.

Is there an institution, other than WES, where I may ask for an exemption from this requirement? and send my officially certified transcripts just by myself?

No, actually I plan to apply for Canada immigration. And AFAIK they require the original university to send them transcripts in sealed enveloppe.
