Can I ask Canadian embassy to give me a chance to make IELTS exam again?

Today in CIC site e-case "Decision made" I am disappointed coz I think they refused me I am waiting now…

Wait until you hear back from them. If they refuse you, you can study more for the IELTS as well as take the TEF and apply again making sure you have enough points.

Unfortunately my occupation is not under 38 lists I am Software developer!!! Don’t what is the next step. I will send an email to my officer

Today i sent an email to embassy and they send me a letter they say it is refused coz you got only 66 points

In some threads i read this:
"You are too late, you would have had to request reconsideration by the Program Manager within 30 days of the date of the letter (usually futile)"

To Leon:
Can you please tell me what this mean ? and help if i can say something to embassy?

what they mean by "request reconsideration by the Program Manager within 30 days of the date of the letter" plz more detials and how can we do that?

I read in the op6 said that you need a valid reason to extend your IELTs submission. For example, you had an accident or something like that, not just because you get a lower score than expected.
