Can I apply work permit and PR applications simultaneously

I have a job offer from Canada, and I have also got a PNP nomination certificate to apply for the visa.

Am I allowed to submit my work permit and PR applications simultaneously?

I'm in the same situation. Can you please guide me after how long you get your work permit referral letter? I have a job offer from the NS employer and going to apply for a PNP work permit referral letter. My employer is also willing to apply for LMIA. However, I would like to know which process is faster or safer to come to Canada and start work. Any suggestions would be appreciated. TIA
