Can i apply to a school in BC with an Ontario Certificate?

So im planning to enroll into a Culinary art program of 1 year and then i wanted to transfer to a different school (maybe in Ontario or maybe in BC) for Culinary Management. Now i know that i would get an Ontario Certificate at the end of the program but i can apply to a school in BC or any other provinces with an Ontario Certificate from the previous College? And the 2 programs are related (CUlinary management follows Culinary Art)
