I am working in Kuwait and coming to India only for applying for the Student permit

In Kuwait we can apply for the visa without submitting the passport so wa wondering if same was applicable in mumbai

If you are submitting online then its possible . When passport is requested you can send it to VFS office. Otherwise I don't see any other way.
