The approval of Visas depends on many factors.
A visa for ESL is possible but it is dependent on your country of Origin.
To be on a safe side apply for ESL + a program like Business. You can only go for a the Business program once you clear the ESL levels. So in the case you do not want to studey the business prgram later on just refuse the admission. No one can force you. Please note that if you pay for the ESL program and the Business program in advance, you may loose the money. My suggestion is to just pay the ESL fees first.

Do you want to study in Montreal or is any city ok with you.
Cause I am not aware of Montreal and the school, programs offered. In Toronto, there are plenty of colleges who can offer you ESL + Business or IT programs. The question is do you actually want to study here? or do you just want to land here and find a job or something.

If you study ESL at public school more than 6 months, you will get study visa.
Most international students cant speak in English properly. so CIC allow studying in Canada as an English program.
If you come from English speaker country, you must choose a higher education level like master degree and pg diploma for graduate students and if you are high school student, you should study a diploma or certificate course. Good luck
