can i apply sponsorship during my visit to canada for my husband?????

i am Canadian citizenship currently living in Saudi with my husband. Can i apply personally to Mississauga location if i am just visiting Canada the outland application to sponsor my husband and then return to Saudi?
if not, i dont know where in Saudi Arabia or where to apply my sponsorship papers?

it says all papers must first go to Mississauga location. does this mean i send them DHL to Mississauga?

You have to send the application to Missisauga by courrier or postal services regardless from where you send it from.

You cannot apply in person at the CIC office.

2 side notes:

1) Make sure you read the checklist specific to your country (Saudi Arabia)
2) As you live outside Canada (the sponsor) you have to demonstrate you will move to Canada once the permanence residence is approved

I have two country specific requirements:
Saudi Arabia where my husband currently lives
- Syria (HUSBANDS country of origin) and it asks that "ALL SUBMITTED CIVIL DOCS MUST BE ORIGINAL"

*IF OUR CIVIL DOC SUCH AS MARRIAGE .. WHICH HAPPENED IN SAUDI AND THE CERTIFICATE IS FROM SAUDI, DO I FOLLOW FOR THIS PART THE SAUDI REQUIREMENTS OR SYRIA?
