I am international student studying here since last 7 months. My question:
Can I apply open work permit for my spouse from Canada by online/mail? Or she MUST to apply from home country??

She must apply with a copy of your study permit as well as the other requirements.

Thanks for your immediate reply. Just to give you some more story on this. My wife applied TRV on last October but was rejected with the generic answer. She wanted to RE-apply TRV this July but I was thinking to apply for both TRV and OPEN WORK PERMIT.
Should she apply only TRV or both? What are the chances of getting TRV if applied for open work permit as well.
Please advise on this...

Her choice, but if she has already been refused a TRV, it is unlikely that she will get one the second time, unless you overcomes the reasons for the refusal. If they issue the TRV, they will issue a letter so she can get the OWP on arrival.

So this means it is better to apply OWP and when she is gets that, TRV is automatically approved but need to pay for both fees. Same as mine case, when I applied for study permit, TRV was issued as well (paid for both visa).

No, she has to apply for a TRV and she applies for an OWP at the same time.

Is there any info on CIC website saying that spouse must apply TRV to get OWP? I couldn't find that...
Here is another thread that says that not to apply TRV again if it is rejected. Apply OWP....

Look at the web site for the office where she will be applying, all the information is there. You said she needs a TRV, that means she is NOT visitor visa exempt.

Hi,

Can anybody help me clarify some issues about spouses/common law partners OWP?

1) Do you have to apply for spouses OWP visa at the same time as you apply for your student visa? Or if you get married during your course can you apply for your spouse to join you after you have already landed in Canada? Or is there some way your spouse can come as your dependent and apply for an OWP once you arrive in Canada?

2) If you apply for your spouse's/common law partner's OWP at the same time as your student visa, what happens if their visa is rejected - is yours rejected at the same time or will they issue yours on it's own?
