can i apply for work permit and pr visa at the same time

Hello Seniors,
Kindly don't misintepret me. I will be applying for pr visa but probably i will be falling short of some pts. So in order to recover those pts can i simultaneously apply for work permit visa through a placement agency,wherein i will be getting a job and thus a work permit from the organisation based in canada and hence will be covering way above my 67 pts score.IS THIS POSSIBLE?????.
The placement agency said that i will be getting the work permit visa and will then get a pr visa only after completion of 2 yrs.
Even if i plan to fly on work permit visa can then i will be able to sponsor my family for family visa????pls help i have many more queries.if this gets resolved then only i will be able to pen down my other queries.

1. You have to qualify on the date the application is submitted for permanent residence. If you don't have 67 points and experience in a job on the "list of 38" you will be refused.
2. Let me quess, the placement agency is charging you a fee to find the work permit. (Illegal in most provinces in Canada)
3. If you qualify for immigration, your family is included in the application.
4. From the sounds of it, I would think that the job offered will be semi-skilled, if the agency says you can't apply until after 2 years for PR.

0631 is on the list, so why are you apply for TWP, unless you don't have sufficient points.
