Anyone can apply for US visa no matter where you are (of course not if you are a North Korean or Cuban or from any such country). However, whether you are eligible or not will only be decided once visa officer reviews your application. Just by being in Canada doesn't guarantee that you will get the visa. It's worth giving a try though. Good luck!
