Of-course YES!
One can go to Canada/US for his/her higher studies.
For example, if you have secured your Canadian Visa and then you apply for US one, they can ask you question about Canadian Visa during your interview at American Consulate and by all mean you can explain them that now you are focusing universities in US, bla bla...
