I dont think so, did they give a conditional offer that you should talke ur ielts before going there!!
and also please specify ur profile here because I too applied for Mc Masters for MEng so I would like to see what my chances would likely be!

I don't think that you need IELTS score to apply study permit. As long as you have acceptance letter from university. However, if you didn't meet the required IELTS score, how did you get accepted to the program?
